This is the first year we integrated the Yukon into the full Scorecard. The territory ranked sixth, having earned 35 points out of 100—just four points behind Ontario.
The Yukon leads the country in several areas. The territory has the highest program spending per capita in the country, and it has annual fossil fuel savings (as a percentage of demand) that are four times the level of Québec. This is all being accomplished without territory-wide, demand-side management programs offered by utilities, which many other jurisdictions in Canada have.
The Yukon and British Columbia are the only two places that have clearly committed to requiring all new buildings to achieve net-zero energy performance in the future. The Yukon is also innovating through deep retrofit pilot projects and monitoring the efficiency of heat pumps in cold climates.
Strengths
Net-zero building codes
The new 2020 national model building codes include progressive performance tiers that eventually reach net-zero energy ready buildings.
The Yukon is planning to adopt the 2020 model codes, and has committed to requiring all new buildings to achieve net-zero energy performance by 2032.
Indigenous energy efficiency
The Yukon leads in energy efficiency program spending for Indigenous people (measured by spending per individual with Indigenous identity).
Opportunities for improvement
Demand-side management
Yukon Energy and ATCO Electric Yukon were approved to offer demand-side management programs that are ratepayer funded after the conclusion of a regulatory dispute.
Launching such programs would help to reduce systems costs and save money for customers.
Evaluation of program savings
Many provinces have third-party evaluations for program savings, but the Yukon does not.
This makes it difficult to accurately benchmark the Yukon’s energy savings against other provinces.
Third-party evaluation can ensure that data on savings is accurate and that programs are effective.
